Obama seeks US$663.7b for 2010 defence spending

WASHINGTON: President Barack Obama on Thursday unveiled a 663.7 billion dollar defence budget, up a modest 1.5 percent on 2009, but projected a sharp decline in spending on wars in Iraq and Afghanistan in the coming years.

The new administration has signalled it hopes to make savings through a planned withdrawal of US troops from Iraq and from cuts in expensive weapons programmes - though Obama's budget request did not specify what new weaponry might be scrapped.

The president's proposed budget for the fiscal year 2010 unveiled on Thursday seeks 130 billion dollars for the wars in Iraq and Afghanistan, down from 141.4 billion for operations in the current fiscal year.

The proposed budget offered a rough forecast that the cost of the war efforts would drop to about 50 billion dollars annually in the next several years.

The monthly cost of the war in Iraq has already declined from about 10 billion dollars to eight billion in recent months, officials said.

The budget request includes 533.7 billion dollars for the main defence budget, which marks an increase of four percent over the main budget for fiscal 2009, excluding most of the costs of the conflicts in Iraq and Afghanistan.

Some war costs were shifted to the main defence budget, Pentagon officials said, but did not offer further details. The proposed military spending will "meet the national security needs of this country," a Pentagon official, speaking on condition of anonymity, told reporters.

The president also requested an additional 75.5 billion dollars to cover war costs for the rest of the current fiscal year, after Congress approved 65.9 billion for fiscal 2009 before Obama took office.

The vast US defence budget represents more than 40 percent of the world's total military spending and US spending will continue to grow under Obama's budget, albeit at a slower pace than under former president George W. Bush.

"It looks like the pattern of overall growth in Pentagon spending will continue in President Obama's first budget," said Travis Sharp, military policy analyst at the Centre for Arms Control and Non-Proliferation. "

The annual growth rate, however, appears to be lower than was typical during the Bush years."

Bush's annual defence budget requests called for increases of about four to five percent in military spending, according to Sharp.

Under Obama, the projected war costs were now being presented at the same time as the rest of the federal budget to show "greater transparency," said the defence official, instead of past practice when proposed war budgets were presented piecemeal over time.

The war costs would also be included when the government calculates the overall budget deficit, in a break with previous policy, the official said. "

What the administration is trying to do is they're trying to bring visibility to the entire war cost estimate at the time of the submission of the budget," the official said.

The president and his Democratic allies have criticised the previous administration's controversial method of accounting for the cost of the wars through a series of "supplemental" funding requests outside of the main defence budget.

In Obama's proposed budget, his administration vowed to impose strict scrutiny over spending on weapons programs but shed no light on which aircraft, ships, vehicles or other sophisticated weaponry might be dumped.

Defence Secretary Robert Gates, placing a top priority on fighting insurgents rather than conventional warfare, has warned that big weapons projects plagued by delays and cost overruns could face cutbacks.

A list of candidates for possible cutbacks drawn up by the Pentagon includes more Navy destroyers built by General Dynamics, fighter jets including Lockheed Martin and Boeing's F-22 Raptors and carrier-based Super Hornets, a digital radio system for all the armed services and missile defence weaponry for Poland and the Czech Republic.

Gates has already singled out the F-22 Raptor fighters, which cost about 350 million dollars each, for potential cutbacks.

Military analysts have also questioned the need for more Navy aircraft carriers and a computer-linked network of Army vehicles, known as Future Combat Systems. - AFP/de

CAIRO: A bomb in a landmark Cairo bazaar killed a French tourist and wounded 17 people, most of them holidaymakers, on Sunday in the first deadly violence against Westerners in Egypt since 2006.

A second bomb failed to detonate immediately but blew up after police had cordoned off the area, police said.

The two bombs were thrown from a rooftop overlooking a street lined with cafes and restaurants in Khan al-Khalili, a 1,500-year-old market that is one of the Egyptian capital's main tourist attractions, witnesses told AFP.

The Frenchman died in hospital, Health Minister Hatem al-Gabali told state television.

The wounded consisted of 10 French tourists, two Germans, three Saudis and two Egyptians, he said, adding that one was in critical condition.

It was the first deadly attack on tourists in the Egyptian capital since a previous bomb attack in the same neighbourhood in 2005 which killed two tourists and wounded 18.

In April 2006, 20 holidaymakers were killed in the Red Sea resort of Dahab, one of a series of bombings in the Sinai peninsula that were blamed on militants loyal to Al-Qaeda.

Egypt was struck by a spate of deadly attacks on Westerners by Islamic militant groups in the 1990s that dealt a savage blow to the country's vital tourism sector.

In the deadliest single attack, 62 people, most of them tourists, were killed in an attack in the southern city of Luxor in 1997 that was claimed by the Gamaa Islamiyya (Islamic Group).

Egyptian militants have since played a prominent role in the leadership of the global jihadist network Al-Qaeda, with Ayman al-Zawahiri - leader of the Gamaa's rival Islamic Jihad - serving as number two to Osama bin Laden.

But apart from the Sinai bombings between 2004 and 2006. Egypt has since largely been spared deadly Islamist violence.

Tourist arrivals doubled between 2000 and 2007 to reach 11.1 million, when they earned Egypt 9.2 billion dollars in revenues, or 11.6 percent of the country's GNP. The industry also employs 12 percent of the workforce.

Only remittances from foreign workers and receipts from shipping through the Suez Canal rank anywhere near as importantly as sources of revenue for Egypt, the Arab world's most populous nation. - AFP/de

SINGAPORE : Police have arrested a 19-year-old in connection with an SMS hoax suggesting a terrorist in the Bugis area in downtown Singapore.

Police said that since Friday night, a text message was being circulated around Singapore about a possible terrorist attack in the busy Bugis area.

Several callers to Channel NewsAsia also said they had received the SMS.

Although there was no credible evidence of such an attack, Police said they still took the necessary precautions to enhance security in the area.

Police assure the public there is no cause for alarm as investigations showed the SMS was unsubstantiated.

But it is also giving a stern warning to those who perpetuate such hoaxes, adding that they will not hesitate to take action against them. - CNA/ms

There's once i heard this story.. This story goes as like this..
There're 2 families staying in a village.. Jo's family is rich but alvin's family is poor.. Jo and Alvin born in the same year and ever since they were born.. They'll always play around having fun together... As they grown up.. Jo continue his parents business.. But Alvin is still poor.. so Alvin wanted to get rich by his ownself.. As the place they stay have a huge land... So Alvin was thinking of becoming a famer.. He went over to tell Jo about his plans. He borrow some money from Jo and Alvin bought 50 sheeps..

10th days later... Alvin went over to Jo's place to ask for advice.. Alvin says:
Alvin: Jo..~ 1 got 10 sheeps die already..
Jo : How come?
Alvin: I feed them with those leftover food.
Jo : You can't feed them with that.. you need to feed them with good quality meat..
Alvin: Ok OK! Thanks Thanks! I go back to try...

20days later..... Alvin went over to Jo's place again..

Alvin: Jo~ i got another 20 sheeps passed away.
Jo : How did it happened again?
Alvin: I feed them with tap water.
Jo : No No No~!! You need to let them drink well water so they'll be more healthy.
Alvin: Ok Ok Ok!! Thanks! I go back try again.

1mth later... Alvin went over to Jo's place again.
Jo : Alvin what happened this time?
Alvin: Rest of the sheep die.
Jo : What went wrong again this time?
Alvin: I just follow all the instruction that you have given to me. But when i woke up today.
I notice that all the sheeps lying on the ground not moving at all...
Jo : If that's the case.. I don't know what else i can really helps you already.
Alvin: Ok. Thanks for your help.

From this story. Does anyone know what's the moral of the story?

Moral of the story is: God create human with brain and thinking. So please do make use of it.
Don't just keeping heeding advice from others and make use of it.
It's just don't work it out that way.
Use brain to think if you think that you can get the answer.
If not your ending will just simply like Alvin, lose everything.

today was a bad day for me.. wondering why? cuz the f****ing atm machine eat my card for no reason and tomorrow i have to go to the bank to get my new card.. wad the hell sia!!! *aRgh*

you all can go and try.. Insert the atm card and ask you to enter your pin number. Enter your pin number and the screen pop out " Your card has been retained by us " then back to main screen and your reaction will be like.. "WHAT THE HELL IS GOING ON MAN" cuz even u enter wrong pin it'll give u 2 more chances to re-enter again. But this was just 1 try and gg (good game), card kana makan liao! lOl..
